Update reward pool params for Flow EVM

The parameters for the reward pools for Flow EVM need to be changed for the following reasons:

  1. The epoch duration was set to 24 hours or 14400 blocks when instantiating with a 6 second block time used for calculations. The average block time is 5.82 seconds. To bring the epoch as close to 24 hours as possible, we will update the epoch duration (in blocks) to 14845.
  2. The rewards/epoch will be set to 800 AXL per-pool per-epoch (multisig and voting verifier), based on updated market rates.
