[Proposal] Hedera Amplifier Integration

|Hi Axelar Community. There are three new governance proposals related to the Hedera integration with Axelar Amplifier.

  • :white_check_mark: #351 → Will allow for the registration of the Gateway address for Hedera with the Axelar Router contract.
  • :white_check_mark: #352 → Will allow for the registration of the Multisig Prover address for Hedera at the Axelar Coordinator contract.
  • :white_check_mark: #353 → Will allow for the authorization of the Multisig Prover address for Hedera at the Axelar Multisig contract.
  • :white_check_mark: #354 → Will allow for creation of the reward pool for Verfiers supporting the Hedera integration’s Voting Verifier.
  • :white_check_mark: #355 → Will allow for creation of the reward pool for Verfiers supporting the Hedera in Axelar’s Multisig.

Why this one does not have a proposal for Axelar ITS Hub?

Hey, the ITS contract is still being worked on so there will be a prop at some point for it, once the work there is complete. thanks!
